The author gives a new composite-reconstructed text of some fragments of 4Q439 and 4Q469 which are copies of a single work. The speaker in this work is God, who sheds tears because of the wickedness of His people and their leaders. This bold image of God is based on the lament in Jeremiah 8:23-9:2 where God, rather than the prophet, is the one who laments.
