Eshel and Broshi claimed that since the Latin was not known in Israel in the Herodian period it is impossible that the people of Qumran were influenced by the ideology of Rome in the time of Augustus and by the Roman Imperial cult. However, the Roman Imperial cult took place mainly in the Greek speaking east. Hence, no knowledge of Latin was required in order to be exposed to this cult. From Biblical times on, Jews were influenced by the ideas of divine kingship that prevailed in the pagan kingdoms around them. Eshel and Broshi argued that I have ignored the 'wide' dating of 4Q427 by F. M. Cross to the years 75-1 BCE. However, the true 'wide' dating of Cross is 50-1 BCE. This date concords well with my assumption that the scroll was written in the Herodian period.
